Budget Concrete Work With Decision Triggers, Not an Unexplained Score
A condition score can summarize a large site, but it should not conceal the question behind a funding request. For each proposed expenditure, record the decision being supported, the evidence available and what would change the priority. Keep cost assumptions separate from the condition observations.
Write the decision before the total
Examples include obtaining further investigation, defining an access response or comparing a repair scope. Identify which proposal is being priced and what is excluded. A budget placeholder is not a contractor commitment or proof that the proposed method is suitable.
Use an event or evidence trigger
A follow-up may be triggered by a new observation, a documented operational change or a response from a specialist. Assign a person to review the trigger. Do not translate a seasonal probability map into a predicted date of failure at an individual property.

Worked example
Illustrative example: a facility reserves funds for investigating repeated entry repairs. The register labels the amount “planning allowance for investigation,” rather than presenting it as an approved repair scope before the cause and work boundary have been reviewed.
